But Brown denies revenging Lionel’s death later. I thought there might be someone else behind this maybe using Brown ? Just a thought.

Welp, in the book it was Jocasta's lawyer, Forbes and Bonnet. But the show already killed off both Bonnet and Forbes, so going by Richard Brown's smirking little lie about it not being about his brother because his brother was "a lout", and "Claire murdering the poor girl and her innocent baby" was enough cause. "But....he was my brother"....
So, yeah, it's totally Richard Brown taking revenge, he figures with Jamie out of the way on a ship to Scotland and Claire in prison, Fraser's Ridge becomes "Brown's Ridge".
That fellow that came to see Richard Brown while they were on bivouac and Claire asked who’s that guy and they did not know seems to have been the same fellow that was waiting on shore to take Jamie. Any other ideas?
Yes, he was the ship's captain - the bright blue coat - though why the captain would travel inland to discuss it, then back to the coast?? That was weird.
Maybe parts of the scene were cut? It just seemed like "clunky" storytelling

It must be Brown then.
It was Brown. He's the one who sent for the guy who grabbed Jamie and was going to ship Jamie back to Scotland. And Brown had given his word to Tom Christie that Jamie wouldn't be killed. He wanted to separate Jamie & Claire because he thought he could have Claire hung easier if Jamie was gone where he couldn't help her.
